United Kingdom
UK Employers should review the position for any worker returning to the UK from secondment in Belarus, Russia, or Ukraine. Workers spending more time in the UK are more likely to incur unexpected UK PAYE and National Insurance liabilities. Upon returning to the UK, workers should consult with tax experts. For instance, becoming a UK resident may mean they are subject to UK tax on their non-UK income.
The following is an overview of some potential PAYE and NIC obligations that could apply, although they should be reviewed on an individual basis.
- An individual’s UK residence position is determined in part by the number of days that they spend in the UK according to the Statutory Residency Test (SRT).
- Any days spent in the UK due to exceptional circumstances e.g. war, will not be counted for the purpose of the SRT. However, UK legislation only allows for a maximum of 60 days in each tax year to be disregarded due to exceptional circumstances. Thus, workers returning to the UK in response to the war will fall under the exceptional circumstances concession.
- It is possible that individuals seconded to Belarus, Russia, or Ukraine by a UK employer have become non-residents in the UK. In these circumstances, HMRC would normally issue a No Tax (“NT”) code to the UK employer such that no PAYE is deducted. Applicable UK employers should review the PAYE position as UK PAYE may need to re-commence where the employee is performing non-incidental duties in the UK i.e. all duties except those which are incidental to the employment overseas such as training or attending briefings.
- Payroll withholding will be required on non-incidental UK duties, regardless of the employee’s UK residence position, despite the concession that returning employees may be subject to UK tax on their UK duties through payroll withholding.
- The main benefit of the concession above is that it means UK tax may not be required on non-UK benefits provided to non-residents such as accommodation in Belarus, Russia, or Ukraine. Where employees resume UK residence when they return to the UK, PAYE and UK tax will be required on worldwide employment benefits, as well as income from their employment.
- Seconded workers to Belarus, Russia, or Ukraine by their UK employer are subject to certain conditions e.g. Class 1 employer and employee National insurance is normally due for the first 52 weeks of the secondment. Once 52 weeks have passed, it is no longer required. Workers who return to the UK after the 52-week period has expired might need to consider whether these National Insurance contributions should resume. They would need to resume from the first day that the worker performs non-incidental duties in the UK, though the HMRC will normally agree to ignore the first 6 weeks of any period in the UK before requiring the recommencement of NIC.
- In cases where employees are still within the 52-week period, it will not be extended by any period of employment in the UK that falls within it.

United States
The Department of Homeland Security (DHS) announced the launch of its “Unite For Ukraine” website, where U.S. citizens and groups can apply to sponsor Ukrainian refugees – and upload documents. This program is designed to process immigrant and refugee visas in a more efficient manner. The new policy is intending to welcome up to 100,000 Ukrainian refugees. Refugees will go through a new process of biometric screening and background checks and will have to undergo immunizations before entering the country.
In order to promote self-sufficiency upon arrival, refugees will need sponsorships that can offer appropriate assistance, such as arranging employment.

United Kingdom
The 24/7 free helpline providing assistance for the following schemes was just updated to +44 808 164 8810 (0808 164 8810 if you’re in the UK).
Family visa scheme
The family visa scheme – is for Ukrainians who have a family member in the UK who holds British nationality, indefinite leave to remain, settled status, or proof of permanent residence.
Ukrainian refugees are advised to first apply at a Visa Application Centre (VAC) in countries outside of the UK. Applicants will need to provide biometric information.
Sponsorship scheme
The “Homes for Ukraine” scheme – allows people in the UK to host Ukrainian refugees who do not have family ties in the UK. Under the scheme, Ukrainians are offered a rent-free space in their home or a separate residence for at least six months.
April 4
New Zealand
Ukrainian New Zealanders can apply for the Special Ukraine Visa 2022 to bring their families who are still in Ukraine to New Zealand. Ukraine Special Visa applications are open for 12 months and are free of charge. Successful applicants will be granted a two-year visa with work rights.

Canada
Canada has made work permits available for Ukrainian nationals and family members of Ukrainian nationals. Canada defines a family member is defined as a spouse or common-law partner, dependent child, or dependent child of a dependent child.
The application process differs for people outside of Canada and those who are already inside Canada.
There are currently 2 types of work permits. If you have an open work permit, you can work for any employer in Canada, while if you have an employer-specific work permit, you can work in accordance with the conditions of your permit.

Denmark
Denmark now has a website (jobguideUkraine.dk) that provides a job search guide for Ukrainian refugees.

Germany
Those looking to work in Germany will also receive a work permit from the relevant office along with a temporary residence permit (Fiktionsbescheinigung). Residence permits must be labeled “Employment Allowed” (Erwerbstatigkeit erlaubt). Those who have acquired the necessary forms can also start their own companies or work as freelancers. Minimum wage, typical working hours and general labor laws apply.

Poland
You can work in Poland if you are a Ukrainian citizen and have legally entered the country since February 24, 2022. For foreign workers, a work permit is not required. The employer is responsible for all legal requirements. The employer must notify the county employment center within 14 days of the start of work, depending on the location of the main office or the employer’s residence.
March 23
Lithuania
Lithuania’s lawmakers backed the first round of proposed amendments on payments to highly qualified Ukrainians and other nationals seeking refuge from war.
Companies will receive up to 5,256 euros (7.2 minimum monthly wages) to cover the recruitment costs of highly-skilled foreign workers as a one-off relocation allowance.
After six months of work, such payments would be made to individuals, and 12 months from the start of the contract, to businesses.
A further discussion about the amendments will take place in May.

Moldova
In Moldova, refugees and those receiving humanitarian assistance enjoy the same social and economic rights as Moldovan citizens.
Refugees, beneficiaries of humanitarian protection, and stateless persons have free access to:

Hungary

The United Kingdom
The United Kingdom announced a humanitarian sponsorship program to enable companies, organizations, and individuals to sponsor Ukrainian nationals to come to the U.K., with the ability to work and access public services, she said.
The UK is introducing two new visa paths for Ukrainians, one allowing refugees to reunite with relatives in the UK, and another, yet to be implemented, allowing Ukrainians to be sponsored even if they lack U.K. ties.
Those looking to hire Ukrainians in Europe should know they will have to wait for the legislation in each EU member country regarding the protection measures, which are being finalized, she said.
The process of obtaining biometric passports, immigration documents, and educational credentials to apply for long-term residency or subsequent work permits may also take a long time.
Romania
Ukraine citizens can enter Romania through any official border crossing.
If they have a passport, citizens of Ukraine can enter Romania for 90 days with the status of a short-term visitor and can apply for asylum (refugee status) at any time during their stay. Those who want to apply for asylum at the border checkpoint can enter Romania without documents.
Civilians fleeing the war in Ukraine can receive all the information they need on the Code for Romania platform, created in partnership with the Ministry of Interior’s Emergency Department, the International Organization for Migration, and the Romanian National Refugee Council.
March 16
Portugal
The Portuguese immigration and borders service SEF is launching an online platform in three different languages on Monday for requests for temporary protection from Ukrainian residents.
The ‘SEFforUkraine.sef.pt’ platform enables all Ukrainian citizens and their households, as well as any foreign citizen living in Ukraine, to make an online request for temporary protection of one year, extendable for two periods of six months.
SEF hopes this platform will “simplify obtaining temporary protection”, which can only be used by citizens over 18 years of age.
Due to their vulnerability, minors need to confirm their affiliation or register their requests for temporary protection at one of the 24 SEF service points exclusively for this purpose, open up and down the country and in the Autonomous Region Madeira.
The platform will be operational in Ukrainian, English, and Portuguese as of Monday.
During the process for temporary protection in Portugal, citizens can get their tax, Social Security, and National Health Service numbers, so they can benefit from these services and enter the labor market.
The platform also contains information on other aspects of reception and integration of displaced persons.
March 15
France
Entering France
- Ukrainians with biometric passports do not need a visa to enter the Schengen area and therefore to France.
- If you are Ukrainian and wish to enter France, and you have a biometric passport, you do not need to apply for a visa to consular authorities.
- If you are Ukrainian and wish to enter France but you do not have a biometric passport or travel documents, you can go to a consular post in a country bordering Ukraine (for example Poland, Romania, Hungary, etc.) so that your situation can be studied.
- In the Schengen area, you will be in a legal situation for 90 days. If you so wish, you can obtain protection in the country where you are currently.
Staying in France beyond 90 days
The decision of the EU Council of 4 March 2022 allows you to apply for temporary protection, an exceptional measure.
Are you eligible for temporary protection?
You are eligible for temporary protection if :
- Situation 1: you are a Ukrainian national and you were residing in Ukraine before 24 February 2022 ;
- Situation 2: you are not a Ukrainian national and you benefit from protection (international or equivalent national) in Ukraine ;
- Situation 3: you are a family member of a person referred to in situation 1 or 2 (family members include: the spouse, the minor unmarried children, and dependent relatives) ;
- Situation 4: you are not a Ukrainian national, you hold a valid permanent residence permit issued in accordance with Ukrainian law and you are unable to return in safe and durable conditions to your country of origin.
Rights derived from the temporary protection in France :
- Issue of a provisional residence permit on French territory for a period of 6 months, bearing the words « beneficiary of temporary protection » ;
- Payment of the asylum seeker’s allowance ;
- Authorization to engage in professional activity, subject to holding a work permit ;
- Access to care through health care ;
- Schooling of minor children ;
- Support in accessing housing.
How to apply for temporary protection?
- You must go to the prefecture of the department where you live or are staying ;
- With all the documents in your possession justifying your situation ;
- Accompanied by your family members (spouse and children).
Luxembourg
Luxembourg has also opened its doors to refugees from Ukraine who are fleeing the war.
In Luxembourg, Ukrainians who wish to seek asylum are subject to Temporary Protection which is activated in cases where many people are forced to leave their country and do not have the option of returning.
There is a requirement for refugees entering Grand Duchy territory from Ukraine to apply with the Immigration Directorate. Ukrainian refugees with Temporary Protections have immediate access to Luxembourg’s labor market.
Besides the special emergency protection, Luxembourg’s international protection laws regulate two other classes of international protection: the “refugee status” and the “subsidiary protection”, according to RTL. If granted, such residence permits are valid for a period of five years.
The Temporary Protection Directive offers immediate protection and rights to refugees, reducing pressure on national asylum systems and also enhancing solidarity and responsibility and further support from EU agencies.
Spain
The Spanish Government announced on Thursday, March 10, a new mechanism that will enable displaced persons from Ukraine to apply for temporary protection and receive all the associated rights and work permits.
National Police officers will collect identification data and other information at these points, with language interpreters available, and will issue them a receipt acknowledging their protection request, which will also include an assigned NIE (foreign national ID number).
The request will be handled by the Asylum and Refugee Office of the Ministry of Internal Affairs and, within 24 hours, will be resolved.
The order further stipulates that the applicant will be informed of the decision via electronic or postal means, as well as in person at the police station or foreign national’s office.
March 13
Europe
According to EU guidelines, Ireland, the Netherlands, Germany, France, and Spain, all allow Ukrainian nationals extended/flexible stay without requiring a stamp visa or registration for asylum. This will be for at least 1 year. Currently, it is not clear what the administrative requirements are for Ukrainian nationals who will be permitted to work/be employed under these temporary regulations. As of now, we can process applications for Ukrainians following our standard process.

Estonia
Entering Estonia
Ukraine’s citizens and their family members can enter Estonia temporarily without a visa if they have a valid travel document. The Schengen Border Code is applied to all persons arriving at the border control.
A foreigner must have a valid travel document for crossing the border, which could be:

- + A citizen’s passport (both biometric and non-biometric are accepted)
- + A diplomatic passport
- + A service passport
- + A non-citizen passport/a refugee’s travel document
- + A seaman’s passport
Border crossers will be stopped to confirm their nationality using travel documents. In the absence of travel documents, the person’s nationality or country of origin will be determined by other documents or statements. Upon reaching the Estonian external border, a Ukrainian citizen without a valid travel document who wishes to receive protection from the Estonian state can apply for international protection at the border crossing point. Protected status must however be obtained in the first safe country that a traveler reaches, so if a traveler reaches a country in Europe first, he/she must apply there.
Visas are not required for family members. Families of Ukrainian citizens (children, parents, spouses) who are citizens of another country and whose visa or another basis for stay has expired or is about to expire may temporarily remain in Estonia. Visa extensions and bases for stay do not need to be specifically requested. As a result, Ukrainian citizens, regardless of their citizenship, including their children, parents, and spouses, do not need to apply for visas specifically or extend them. As an additional measure, the Police and Border Guard Board can admit newcomers, such as partners and relatives, from Ukraine to Estonia on humanitarian grounds, to maintain family unity.
After Arrival
Contact the Ukrainian Embassy in Estonia via its website or using phone numbers +372 601 5835 or +372 5887 4477 (for emergencies). The embassy is the first contact point for Ukrainian citizens in Estonia.
It is suggested that you calmly remain where you are and follow the news while you are temporarily based in Estonia. Ukrainian citizens may temporarily continue to remain in Estonia even if the visa or another basis for stay has expired or is about to expire. There is no need to specifically apply for an extension of the visa or other basis for stay.
The Social Insurance Board has mapped the hotels that can offer accommodation at reduced prices. They also have contacts for temporary shelters. Information is given via the state services phone line 1247 (+372 600 1247 from abroad).
What should Ukrainians do if their legal basis of temporary stay in Estonia is about to expire?
Ukrainian citizens may temporarily continue to remain in Estonia even if the visa or another basis for stay has expired or is about to expire. This decision is temporary until a new arrangement is made.
Relocation to Estonia
Ukrainian citizens with a Schengen visa can stay in Estonia for 90 days within half a year (180 days). Ukrainian citizens may temporarily continue to remain in Estonia even if the visa or another basis for stay has expired or is about to expire. This decision is temporary until a new arrangement is made.

Applying for Asylum
Ukrainians can apply for and receive international protection if the application is well-founded. The application for international protection must be submitted either before entering the country at any border crossing point or, if a foreigner is already in Estonia, at any Police and Border Guard Board (PBGB) service point.
Applicants for international protection are provided with accommodation, essential health care, hygiene, meals, and clothing. Applicants are not allowed to work during the application procedure.
EU Directive
The EU adoption of the Directive for International Protection has been approved by the Estonian government and will enter into force on the 9th of March 2022.
Starting March 9th, Ukrainians who fled on or after February 24th, 2022, from Ukraine will be able to apply for a temporary residence permit for International Protection, which at the beginning will be granted for a year. The holders of this temporary residence permit will be able to participate in the labor market under the same conditions as Estonians. Permits can be approved as quickly as in one day and the ID card issuing can take up to 30 days.
Expiring Worker Permits
The employer must reregister with the Police and Border Guard Board if a Ukrainian citizen plans to continue working in Estonia and whose permission to work will expire soon.
Ukrainian citizens have the right to work in Estonia with or without a visa as long as the employer registers their short-term employment at the Police and Border Guard Board (PPA).
Those given a status of international protection will receive a residence permit and can work under the same conditions as Estonian citizens. The EU has approved this status for all Ukrainian citizens who have fled Ukraine after February 24, 2022. Estonia should implement and set this regulation in motion in the next few days.
Assisting Ukrainians in getting access to the labor market
Ukrainians can now find jobs or the contact information of employers who are ready to offer work opportunities online with the Estonian Unemployment Insurance Fund. The web page is in Estonian, English, as well as Russian and can be found here.
The Estonian Investment Agency has a portal aimed at foreign talent seeking jobs in Estonia. It is possible to browse various categories of job offers in English and sign up to get insider job offers by Estonian tech companies to your mailbox. A list of job offers has been set up to encourage Ukrainian refugees to apply. There are also other job offers on the portal that may be suitable.
Ukrainian companies relocating to Estonia to ensure business continuity
All Ukrainian companies who need to relocate their business to Estonia can receive support and a personal business relocation adviser from the Estonian Investment Agency together with the International House of Estonia
The personal business continuity adviser will connect you with all the local service providers and help find office premises, living places, and schools.
Estonia is currently developing special tax measures for Ukrainian companies relocating.
Paying taxes in Estonia when working for a Ukrainian-registered company from Estonia
Employees working for a Ukrainian registered company from Estonia do not have to pay any tax in Estonia until the natural person’s residency for tax purposes is fixed in Estonia. The Estonian Tax and Customs Board’s website provides the definition for determining a natural person’s residency for tax purposes.
Startup Estonia keeps offering
The startup Estonia visa program offers visas for founders and talents who wish to work for Estonian startups. Ukrainian applications are fast-tracked and usually come within 1-2 days. More information about the startup visa can be found here.

Finland
Residence Permits
My residence permit application is currently being processed. What can a person do if they don’t have the necessary documents or don’t have a passport?
If a person has tried to obtain the required documents or passport and has not received them, they need to explain in the attached application why they cannot submit the documents.
What can a person do if unable to legalize the documents for a residence permit application?
If someone tries to legalize the documents but is unable to do so due to the situation in Ukraine, they must explain in the attached application why they cannot submit the documents.
How can seasonal workers currently in Ukraine apply for a residence permit for seasonal work?
The Finnish Immigration Service continues to process applications as normal and is currently working to clarify questions related to the submission of applications.

Is it possible to travel to Finland before the worker is due to start their seasonal work until April?

Will certificates for seasonal work continue to be issued as normal?
Yes.
Can holders of a certificate for seasonal work travel to Finland before its period of validity begins?
Yes. T visa-free period begins on the date of arrival in Finland, but those staying in Finland for more than 90 days must apply for a residence permit.
In Finland with a certificate for seasonal work, which is valid until April. If an asylum application is now submitted, will a worker still have the right to work?
Seasonal workers have the right to work until the end of your visa-free period. This means that the right to work based on your certificate for seasonal work ends once the 90-day visa-free period expires.
- You are allowed to find paid employment once three or six months have passed since you applied for asylum.

- The limit is three months if you presented a valid and authenticated passport or other travel documents to the authorities,
- and six months if you have not presented a travel document.
- This period starts when you submit an application for asylum even if you still have a valid right to work on the basis of your certificate for seasonal work.
I applied for a certificate for seasonal work from May onwards. I will be traveling to Finland in March and am planning to apply for asylum on arrival. Will I have the right to work? Can I be issued a certificate for seasonal work if I have applied for asylum?
Those whose application is still pending cannot be issued with a certificate for seasonal work.
The search for paid employment can begin once three or six months have passed since a person has applied for asylum

There is a temporary suspension issuing negative decisions that would involve removal from the country to Ukraine. In Finland, the enforcement of decisions regarding removal from the country is the responsibility of the police. Citizenship
How can a Finnish citizen, get Finnish citizenship for an adult child, who is a Ukrainian citizen and has never lived in Finland?
Citizenship can be granted to applicants who have lived and held a residence permit in Finland for a sufficient period. The necessary period of residence is
- five years, or
- four years for those meeting the requirement regarding language skills.
Asylum seekers
Given the changes in the situation in Ukraine, can a person with a residence permit in Finland now apply for asylum in Finland?

In Finland, enforcement of deportation decisions is the responsibility of the police. The police acted on the principle of non-refoulment. For more information, please contact the police. You will find out in the decision you receive whether you can appeal this. In most cases, the decision on an asylum application can be appealed. If you can appeal the decision, you will receive instructions on how to appeal the decision. The instructions describe which administrative court you can appeal to, the deadline for appealing, what attachments you need, and how you can file an appeal with the administrative court. You can appeal the decision during the appeal period. Once the appeal period expires and the decision becomes final, you can no longer appeal it.
By law, once you receive a final decision on a previous application, you can make a follow-up application. If your previous decision is still open to appeal, it is not final. If there is a reason or need to apply again, you should submit a new asylum application immediately. If you want to submit a new asylum application, please contact the police or border control authorities.

The Administrative Court may have overturned the Finnish Immigration Service’s decision or ordered the Finnish Immigration Service to reconsider the matter.
If the Administrative Court decides that a permit must be granted, the Finnish Immigration Service will issue you a permit. The Finnish Immigration Service can also apply to the Supreme Administrative Court for permission to appeal the decision of the Administrative Court.
If the Administrative Court has returned the matter for re-examination, the Finnish Immigration Service will review your case to determine whether there are sufficient grounds for granting you asylum, subsidiary protection status, or any other type of residence permit in Finland.

As of March 1, 2022, Lithuania will facilitate Ukrainian refugees with the following:
Ukrainian refugees and their family members who will not have a valid travel document will be issued a foreigner’s registration certificate until their legal situation is resolved.
Moreover, arriving refugees will not be required to submit travel documents, health insurance, and other documents required to enter Lithuania.

EU Directive
There is a new ruling that enables Ukrainian refugees to work anywhere in the EU for up to 3 years.
This Decision applies to the following categories of persons displaced from Ukraine on or after 24 February 2022, as a result of the military invasion by Russian armed forces that began on that date:
- (a) Ukrainian nationals residing in Ukraine before 24 February 2022;
- (b) stateless persons, and nationals of third countries other than Ukraine, who benefited from international protection or equivalent national protection in Ukraine before 24 February 2022; and,
- (c) family members of the persons referred to in points (a) and (b).
Austria
Offers entry or Asylum? What is the process for them to obtain entry? Are there any limitations to the length of stay?
Ukrainian citizens can enter Austria without a visa as long as they have a biometric passport. If they do not have a biometric passport, they must apply for an entry visa at the corresponding Embassy in the neighboring countries Germany, Slovenia, and Slovakia. The entry visa allows Ukrainian citizens to stay in Austria for a maximum of 90 days. If 90 days pass and the war are still happening, Ukrainian citizens may stay in Austria until the war ends. The entry visa does not allow them to work.
What is needed in order for them to work temporarily in these locations e.g., visas?
Currently, the European Union has announced that every Ukrainian refugee must receive a permit to work in any European country for at least one year. Nevertheless, Austria has yet to announce how they will do this.
Alternatively, Ukrainian citizens may apply for a work visa as any non-EU citizen, demonstrating they have an employment offer with a minimum salary of ca. 2800 EUR gross.
What is required in order to allow them to relocate permanently to these locations?
If the person may want to stay for a longer time in Austria and be legally allowed to work, they need to apply for a humanitarian reasons residence permit, this reason is valid as long as the war in Ukraine lasts. There are no regulations on the requirements to obtain this type of residence permit, as there is a commission that decides on each case individually. Currently, the European Union has announced that every Ukrainian refugee must receive a permit to work in any European country for at least one year. Nevertheless, Austria has yet to announce how they will do this. May a permit be given to a Ukrainian citizen during the war and they have a stable job, case law shows they will be able to renew this permit as long as they are employed and have a place to live.

Bulgaria
Citizens of Ukraine are entitled to visa-free entry into the Republic of Bulgaria. They are entitled to the right of entry into the Republic of Bulgaria for a period of 6 months and the right to a 90-day stay in the Republic of Bulgaria.
The period may be extended for humanitarian reasons related to exceptional circumstances, pursuant to Article 27(2) of the Law on Foreigners in the Republic of Bulgaria. The procedure by which Ukrainian citizens may benefit from the right to additional stay on the territory of our country is defined in the Regulations for the Implementation of the Law on Foreigners in the Republic of Bulgaria.
Ukrainian citizens who wish to continue their visa-free stay in the Republic of Bulgaria are allowed to stay in the Republic of Bulgaria. They may apply to the Migration Directorate of the Ministry of Interior or to the Migration Sectors and Groups of the Regional Directorate of the Ministry of Interior before the expiration of the period of stay allowed under the visa-free regime. They will receive the application form on the spot or they can fill it out in advance by downloading it from the website of the Migration Directorate of the Ministry of the Interior (form in accordance with Annex No 2 to Article 11(3) of the HRBA).
Ukrainian citizens of Bulgarian origin may obtain a permit for long-term or permanent residence in the Republic of Bulgaria if they have concluded an employment contract with a Bulgarian employer for a period of more than 6 months.
Citizens of Ukraine who wish to obtain international protection (refugee status or humanitarian status) may submit an application to the offices of the State Agency for Refugees under the Council of Ministers, with the RRC for the city of Sofia at the following address. Germany
Seeking Asylum
Ukrainians are welcome to enter Germany with a biometric passport. They do not have to apply for asylum.

Working Temporarily
Currently, you do need a work visa in order to work in Germany. EU-wide efforts are currently underway to clarify the official residence status of people from Ukraine. If you entered Germany without a visa or on a Schengen visa, you are initially not allowed to work.
Relocate Permanently

Seeking Asylum
Ukrainians with a biometric passport can travel freely to the Netherlands. A Ukrainian biometric passport works as a ticket at NS trains
The process to obtain entry
You do not need to report when you are arriving in the Netherlands. Special emergency reception centers are opened by Dutch municipalities, for example in Groningen. You do not apply for asylum at the reception center. The IND will have a contact person at some of the reception centers.
Limitations to the Length of Stay
Ukrainians can extend their free term or short-stay visa if they want to stay in the Netherlands for more than 90 days. You can extend for a maximum of 90 days, up to a total of 180 days.
Working temporarily
If you are going to work in the Netherlands, there are a number of things you will need to arrange with the Dutch authorities. For this, you need a citizen service number (BSN).

Switzerland

Ukrainian citizens can enter Switzerland without the need for any type of visa or permit. Even if they have no travel documents they may enter Switzerland, provided they can credibly show that they left their country because of the conflict.
What is needed in order for them to work temporarily in these locations e.g., visas?
Switzerland is providing a special S-Permit to Ukrainian refugees. A person with protection Status ‘S’ has residence rights and rights to accommodation, support, medical care, and family reunification. Also, their children can go to school there. After three months at most, they are allowed to work. This permit is valid for a maximum of one year and can be renewed.

Ukrainians receiving the S-Permit may renew it after one year. If after five years the Federal Council has not revoked temporary protection, the persons concerned are issued with a residence permit B by their canton of residence

Portugal
Portugal’s Council of Ministers approved a new resolution simplifying protection requirements for Ukrainians fleeing the ongoing war. This temporary protection measure will have an initial duration of one year, extendable for two periods of six months, provided that the conditions preventing people from returning to Ukraine persist.
Under this measure Ukrainian citizens will be able to secure legal status in Portugal, guaranteeing them immediate access to a Residence Permit, taxpayer identification number (NIF), social security identification number (NISS), and National Health Service (SNS) user number.
Requests for temporary protection must be made in person at the National Centers for Support to Migrant Integration (CNAIM) in Lisbon, Porto, and Faro and at some delegations of the Immigration and Border Service (SEF) with services dedicated to Ukrainian citizens, which are operating during extended hours.
The protection has an initial duration of one year, which can be extended for another year, as long as the conditions preventing people from returning to their country continue to prevail.
